How to get your DGCA Computer Number (CN) - Full Instructions

A Computer Number is a unique identity number which is issued to all candidates wishing to give DGCA Theory Exams. This number is valid for lifetime and doesn't expire. In this post, I'll walk you through the entire process of applying for a computer number which will help you make the process smooth and hassle free.

Assumptions : There are a lot of different variables and parameters involved for Computer Number and these variables change the process for applying for CN. Hence, with my limited experience, I am making the following assumptions :
1. You have cleared your 10+2 with Physics and Math from recognized Board or University in India.
2. You haven't started your flying yet.
3. You are an Indian National.

Steps to Apply

  1. Download Pariksha User Manual from Here .
    Read this Manual thoroughly. Done? Excellent. Read it once again. Read it 10 times.

  2. Get your Board Verification Certificate (BVC) :
    BVC is a Certificate issued by your education board stating that your marks mentioned in your marksheet are correct and no doctored in any manner. This process is different for different boards.

    2.1 Central Board of Secondary Education (CBSE) : 
    If you have done your 10+2 from CBSE, consider yourself very luckly because the process is very very simple for you. The Verification can be done online. All you need to do is go to CBSE Online Verification Portal and take a print out of your 10th and 10+2 Mark sheets. Attest them from Public Notary or Gazetted Officer and write your credentials at the end of your CN Application (Detailed Instructions mentioned later in the post).

    2.2 Indian Certificate for Secondary Education (ICSE) : 
    ICSE Verification is online and relatively easy than State Board. You can follow the detailed instructions to get your ICSE BVC from here. Once you get your BVC delivered at your home, seal the envelope carefully and keep it aside.

    2.3 Maharashtra State Board of Secondary and Higher Secondary Education : 
    If you have done your 10+2 from Maharashtra State Board, you need to write an application on a blank page (preferably in Marathi) Mention in your application clearly that you need the BVC for DGCA. Take this application along with a Xerox of your 10+2 Marksheet and go to your nearest regional Board Office. When the office staff ask you for what purpose do you need this BVC, tell them that you need it for DGCA Exams. If they tell you to bring a request letter from DGCA, you can show them the public notice issued by DGCA - Found here. You also need to tell them that you will personally collect the BVC and ask them not to post it directly to DGCA. Cost of each BVC is INR 400. After submitting the application, you will receive the BVC in sealed Envelope after 8 - 10 working days. I insist that do not open the sealed envelope and send it as it is to DGCA.
    (MSBSHE also has online Verification, but since I haven't tried MSBSHE online verification with DGCA, I didn't take that risk and went with Physical Verification).

    2.4 Karnataka State Board PUC

    Things to carry :1 .Marksheet (original)
    2. Marksheet (photocopy)
    3. Aadhar card photocopy
    4. DGCA form (the PDF from website)
    5. Pen.

    Steps : 
    1. Go to PUC Malleswaram
    2. Go to room number 2 on ground floor.
    3. Ask for board verification
    4. Say for DGCA
    5. Give them marksheet original and DGCA form.
    6. Just tell her other formalities if she asks.
    7. Ask how long it will take (took me half an hour)
    8. Come back when she tells you.
    9. She will give you one notebook, fill whatever she tells you.
    10. Collect originals.
    11. Ask for Speed Post envelope.
    12. Get it signed from the main person in room number 2.
    13. Go home, put verification thing inside envelope.
    14. Mail it.

  3. Photograph : 
    Photograph required for CN Application has specific dimensions which can be found in the Pariksha User Manual Chapter 2.5.1. You Photograph should
    3.1  be borderless
    3.2 Should have White Background
    3.3 The face on the photograph must be of 35mm height and 25mm width (face size should be 70% of the Photograph) or Singapore Visa Format.
    3.4 The photograph must be of matte finish.

  4. Prepare Soft Copies for all Documents :
    Scan All documents according to the specification mentioned in the Pariksha User Manual (Page No. 7 - Chapter 2.5)
    You might need to compress and reduce the size of few documents to make them as per the requirements. I recommend using the following websites for compressing the pdfs.
    1. https://www.ilovepdf.com/
    2. https://online2pdf.com/reduce-pdf-file-size

    WARNING 1 : If you may have noticed , the maximum allowed size for 10th Pass Certificate is just 100kb, which is very less. Please adjust the parameters carefully while compressing. I have personally observed many times CN Applications getting rejected because their scanned PDF of 10th Pass Certificate was not legible. So , you need to carefully compress it and make sure that the content on the Certificate is readable comfortably.

    WARNING 2 : You may wonder that if we are sealing the BVC, how can we scan and upload it. So, in such cases where your BVC is sealed inside a envelope, you need to scan the "Sealed Side" of the envelope (make sure that the seal is clearly visible) and upload that while filling up the Application. However, I recommend that you scan both the sides of the envelope for safety, Those who have done their 10+2 from CBSE can upload the BVC obtained from the link mentioned above in point 2.1.

    Now that you have everything that is needed for your CN Application, you can start filling your application online on Pariksha Website. Detailed instructions to fill up the application can be found in the Pariksha User Manual.
  5. Prepare Physical Documents :
    5.1 The Physical CN Application : After successfully filling up the application, you will receive an email from DGCA with an PDF attachment of your application. Take a colored printout of that application PDF. Now, go on Page 3 and Fill up the Part 8 - "DECLARATION" using BLACK BALL POINT PEN ONLY. 
    Now comes a crucial part of the application : Part 9 - "CERTIFICATION BY COMPETENT AUTHORITY". Stick the same photo that you had scanned for the application. If your photo is according the required dimensions, it will fit perfectly inside the box. Now, either from a CFI/PII/Gazetted Officer/Notary Public , attest the application In case of serving Defence personnel ,this may be attested by another serving Commissioned Officer.

    WARNING 1 : The Stamp and Sign of the Attesting Officer should be partly on the photo and partly on the paper. Please refer the example given below.
  6. Sample Only
    5.2 Other Documents : Make a Xerox Copy of  all the documents that you had uploaded for the Application and attest them.

    5.3 Additional Information for BVC : Above in Point 2.1 I had mentioned that you need to mention your credentials for CBSE BVC. If you have space left after Part 9, you can write your credentials there itself or else take a new sheet of paper and write your credentials there.
    A sample format is provided here  (Replace all "X" with your relevant information in the letter)

  7. Prepare Envelope for Post : 
    Buy a A2 or A3 size envelope for posting these Physical documents to DGCA. Take a print out of  this Page (after editing with your relevant information) and paste it on the front side of your envelope. Serially arrange the documents according the sequence mentioned on Page 2 of your CN Application and put all the documents inside the envelope.
  8. Final Checklist : 
    Before sealing your envelope and sending it to DGCA ,
    7.1 Kindly check if you have all documents 's Xeror duly attested, Your CN Application and Cover letter (if needed).
    7.2 Verify everywhere that you have entered the correct information. Verify your Temp ID on the  Envelope Cover Page.
    7.3 Now pray to God that your hard work pays off and seal the envelope with good glue and let it dry off.
  9. Posting it to DGCA : 
    Now finally the last step, Go to your nearest Post Office and Post your Envelope to DGCA CEO using SPEED POST ONLY. Since Speed Post gets a Tracking ID , you can track your application using the Speed Post Website . Make sure you Post is ASAP because you have only 10 days in hand for the application to reach DGCA.
    When your application reaches DGCA, you will receive an Email of Acknowledgement.

  10. Success : 
    If your application and all documents are correct and scrutinized, you will be allotted a Permanent Computer Number and will be informed to you via Email.
  11. Rejection : If there is some problem with your documents, your application will be rejected and the reason for Rejection is mention in the email sent by DGCA. Start a new Application with the suggested amendments and send your application to DGCA again. I recommend that you attach a cover letter this time mentioning your previous Rejected Application Temp ID, reasons of Rejection and the amendments you have made in your new application.
  12. Few Additional Tips : 
    11.1 Avoid filling your Application on Friday and Saturday. You will unnecessarily loose 1 - 2 days due to weekend. Remember, you only have 10 days in hand for the application to reach DGCA.

I hope this post helps you alot in your Application of CN. Please do not blindly follow these instructions as I have written these steps based on my limited experience. I request you to cross check and verify these steps with someone who has already got this Permanent Computer Number.
